Somalia Internet Governance Forum 2025: Driving Digital Transformation
The Somali Prime Minister, H.E. Hamza Abdi Barre, officially inaugurated the Somalia Internet Governance Forum 2025 (SIGF 2025) in Mogadishu, marking the third edition of the country’s national digital policy platform. This forum underscores Somalia’s commitment to advancing digital infrastructure, improving internet access, and fostering innovation across technology-driven public services.
In his opening remarks, Prime Minister Barre emphasized that the internet is “the backbone of national development.” He highlighted that effective internet governance builds public trust, encourages innovation, and protects citizens’ rights. The forum advocates for a multistakeholder approach, uniting government agencies, tech companies, digital experts, and civil society to create inclusive policies benefiting all segments of society.
Despite progress, internet penetration in Somalia remains modest. As of early 2024, only 10.9% of the population (approximately 5.08 million people) had access to the internet, with mobile connections being the main source. Connectivity is uneven, favoring urban centers, while rural areas continue to face limited access.
Emerging technologies, such as Starlink satellite internet, are expected to enhance nationwide connectivity. However, affordability remains a challenge, highlighting the need for policies that ensure equitable and secure digital access for all citizens.
SIGF 2025 represents a vital platform for Somalia’s digital transformation. By fostering collaboration, driving innovation, and establishing inclusive internet policies, the forum paves the way for a more connected, secure, and technologically empowered Somalia.
