The Somali government and the Federal Republic of Germany have signed a €75 million development cooperation agreement in Mogadishu, marking a significant step in their longstanding partnership. The accord was formalized on Wednesday by Somalia’s Minister of Planning, Investment and Economic Development, Mahmud A. Sheikh Farah (Beenebeene), and Ms. Julia Hanning, Head of the East Africa Department at Germany’s Federal Ministry for Economic Cooperation and Development (BMZ).

The agreement aligns with Somalia’s National Transformation Plan (NTP 2025–2029) and focuses on strategic priority areas such as agriculture and food systems, education, employment, technical and vocational education and training (TVET), water and irrigation management, and climate change resilience.

This milestone follows two days of high-level discussions in Mogadishu between Somali and German officials, building on the strong development collaboration established through an earlier accord signed in 2023.

Minister Beenebeene emphasized the significance of the partnership, stating, “This cooperation reinforces the priorities of the NTP, especially job creation, basic services, and climate resilience.”

Ms. Julia Hanning highlighted Germany’s ongoing commitment to supporting Somalia’s development agenda, noting that Berlin remains dedicated to implementing impactful programs that enhance service delivery, promote employment, and foster inclusive economic growth. She also acknowledged the over 60 years of multifaceted and friendly relations between Somalia and Germany, grounded in mutual respect and cooperation.

The €75 million agreement represents a renewed commitment to Somalia’s national transformation goals, advancing shared objectives of economic growth, institutional resilience, and sustainable development. Germany continues to play a key role among European Union member states supporting Somalia in governance, economic reform, and climate adaptation initiatives.
