IGAD Deploys Election Observers Ahead of Djibouti’s Presidential Vote


Intergovernmental Authority on Development (IGAD) has deployed an Election Observation Mission to Djibouti ahead of its presidential election scheduled for April 10, 2026. The move underscores regional efforts to promote transparency and democratic governance.
The mission arrived following an official invitation from the Djiboutian government. It also received approval from the country’s electoral authorities. This reflects cooperation between national and regional institutions. Ensuring credible elections remains a key priority.


The observer team was deployed in coordination with the National Independent Electoral Commission (CENI). Their presence aims to strengthen public confidence in the electoral process.
Observers will monitor key procedures on election day. These include the opening of polling stations and vote counting. Their role is critical in ensuring accountability. Transparency is essential for democratic legitimacy.


The mission is led by former Ethiopian President Mulatu Teshome. He is joined by 17 short-term observers.
These observers come from countries including Ethiopia, Kenya, Somalia, South Sudan, and Uganda. The delegation includes representatives from electoral bodies and civil society. Youth groups are also part of the mission.


Monitoring Standards and Regional Cooperation

IGAD stated that its assessment will follow established frameworks. These include Djibouti’s electoral laws and regional democratic principles.
International standards such as the African Charter on Democracy will guide the mission. Observers will ensure that procedures meet global benchmarks. This approach enhances credibility. It also reinforces democratic norms across the region.


During their stay, the observers will engage with multiple stakeholders. Meetings are planned with government officials and political parties.
They will also consult media representatives and civil society organizations. Diplomatic actors and other observer groups will be included. This broad engagement ensures a comprehensive assessment. Multiple perspectives are considered.


IGAD announced that it will release a preliminary statement on April 12. This will provide early insights into the election process.
A final report will follow within one month of official results. These findings will help guide future electoral improvements. The mission highlights the importance of regional oversight. It reflects a shared commitment to democratic progress.
